Achievements: August 2022 – July 2026

Digital Government & Public Administration

1. Implemented the Whole of Government Technology Strategy and Cybersecurity Strategy Framework, including e-services, online payments, social-service platforms and the National Addressing System.
2. Introduced an electronic identification system and government-wide online payment platforms to improve access to public services.
3. Launched the SMARTS Tax Administration system for simplified online filing and payment, real-time updates and enhanced security, while digitising services at the Customs and Excise Department.
4. Upgraded airport systems to allow pre-arrival form submissions and introduced an electronic travel authorisation (ETA) system to enhance border security and economic activity.
5. Launched the Electronic Travel Authorisation (eTA) bio-corridor system, making travel to St. Kitts and Nevis easier, faster and safer. Powered by Swiss technology firm Travizory, the system allows low-risk travellers to move quickly through immigration while enhancing border security by identifying high-risk individuals before arrival. The system comes at zero cost to the Government and is free for nationals of St. Kitts and Nevis, as well as OECS and CARICOM citizens.
6. Launched an integrated AI-driven legal assistant, “Voice It – Your AI Legal Genius”, developed in partnership with Churami Limited, providing instant guidance on laws and legal processes and enhancing public understanding and compliance.

Governance, Constitutional & Electoral Reform

7. Installed Dame Marcella Liburd GCMG, JP, as the Federation’s first female Governor-General.
8. Activated the Electoral Boundaries Commission.
9. Appointed the Supervisor of Elections.
10. Established the Joint Constitutional Review Committee with the Legal Department of the Nevis Island Administration.
11. Ensured equitable access to government-controlled media by all political organisations.
12. Expanded youth participation in national governance by ensuring qualified persons under age 35 are represented on national committees and statutory boards.
13. Established the National Youth Advisory Council to strengthen youth input into government decision-making.
14. Established the Promotion for Experienced and Proficient Taskforce.
15. Equipped officers in the Department of Constituency Empowerment with the uniforms and tools necessary to conduct their work in the field.
16. Passed the Consumer Protection Bill, 2023, paving the way for repeal and replacement of the Consumer Protection Act, 2003.
17. Enacted the Non-Government Organizations (Amendment) Act, 2024, strengthening ownership transparency, deterring misuse and reinforcing the integrity of the Federation’s financial infrastructure.

Public Safety, Justice & Legal Affairs

18. Strengthened community policing to improve public safety and security.
19. Restarted the K9 Unit and acquired new police dogs.
20. Added six (6) new vehicles to the Royal St. Christopher and Nevis Police Force.
21. Added four (4) new vehicles to the Royal St. Christopher and Nevis Police Force (Nevis Division).
22. Added a new fire appliance to the national fleet and stationed it at the Robert L. Bradshaw International Airport.
23. Enacted the Vehicle and Road Traffic (Amendment) Act, 2025, increasing penalties for dangerous and impaired driving and establishing the first legislative measure under the Sustainable Road Safety Project.
24. Launched the Sustainable Road Safety Project for St. Kitts and Nevis.
25. Established and activated the Justice Committee.
26. Secured more than EC$1 million in international funding and technical assistance to accelerate justice-sector reform.
27. Delivered accredited mediation training through a partnership between the Ministry of Justice and Legal Affairs, the United Nations Development Programme and the Society of Mediators.
28. Secured an agreement with the Government of India for the provision of law texts and legal resources.

Foreign Affairs & Diaspora

29. Signed a visa-exemption agreement with Ghana to expand travel, tourism, business, education and cultural exchange, and co-sponsored the historic United Nations resolution recognising the transatlantic slave trade as one of humanity’s greatest crimes.
30. Secured the restoration of limited Canadian visa-free access for eligible categories of St. Kitts and Nevis nationals, strengthening bilateral relations and international mobility.
31. Re-established the Returning Nationals Association.

Legislative Programme — more than 80 measures advanced since 2022

32. Strengthened transparency and accountability through the Anti-Corruption Act, amendments to the Integrity in Public Life Act and the Freedom of Information Act, and reforms relating to whistleblower protection and the Office of the Ombudsman.
33. Modernised the administration of justice through the Plea Negotiations and Agreements Act, 2025, the Judge Alone Trials Act, 2024, the Voluntary Bill of Indictment Act, 2024, and amendments supporting the rehabilitation of offenders.
34. Improved public safety through amendments to the Vehicle and Road Traffic Act, Prison Act, Firearms Act, Domestic Violence Act, and Offences Against the Person Act.
35. Strengthened financial transparency and regulatory compliance through amendments governing companies, non-governmental organisations, limited partnerships, foundations, virtual assets, banking and proceeds of crime.
36. Expanded social protection through the Pensions (Amendment) Act, 2025, the Government Auxiliary Employees (Amendment) Act, 2025, and amendments to the Housing and Social Development Levy Act.
37. Advanced health, agriculture and environmental protection through the Medical Laboratories Act, 2024, Plant Protection Act, 2024, Animal Health Act, 2024, Radiation Safety and Security Act, 2024, and Plastic Waste Reduction Act, 2025.
